if *sidebar is a search, going to /account/login throws 500.
decided to fix the migration so that sidebar isn't made into a search.

fixed the migration to generate inclusions. will let the other bug percolate through the system again if it needs to.
this is double-fixed now, I fixed original breakage. revision 710.
