want a way to test out new layouts
specify layout=xxxx in url.
uses builtin layout if available, then looks for card, then defaults to *layout, then hardcoded layout.

I'm still iffy about requiring layout read permissions for them to work, but that's neither here nor there. Or at least, it's not here.
